Se plantea cómo salvar “lo mejor” y “las novedades” del Tratado Constitucional tomando la imagen del buque que ha embarrancado. Si no es posible salvar la “nave constitucional”, la dejaremos hundir salvando las mejores y más valiosas novedades que reubicaremos en un Tratado comunitario de corte clásico.
