Abstract
The thesis centres on the incorporation of the territorial variable on the design and implementation of public policies, for which, together with generating a pertinent theoretical and analytical frame, proposes a case study through the analysis of the policy of innovation in Chile. The analysis of the territorial variable in public policy can be approached from two perspectives considering the scenes of decentralization. On one hand, in scenes of high decentralization the line of work is related to the local economic development and the study of the local policies; and on the other one, in setting of low decentralization, the focus must be on the study of the phases of design and implementation and on howto incorporate the territorial approach during its development. The thesis focuses on the second perspective. Most of the investigations that emphasize the territorial perspective in public policy has appeared in contexts of major decentralization, placed in institutional settings that are difficult to extrapolate to unitary countries and those with high centralism. In addition, from the point of view the political contingency in Chile there exist transversal demands for decentralization, which look for not only a better redistribution of power in the territory, but also for a more efficient development of public policy. There are needed, therefore, investigations that explore the territorial variable in public policy, especially in setting of major centralism. In this context, the general aim of the thesis is to identify and analyze the critical factors during the process of design and implementation of the policies of innovation in Chile that help to incorporate the territorial approach in these types of policies.
