Abstract
¿Por qué el sistema político de la UE no es capaz de respetar dentro de sus fronteras los principios y valores que están en el espíritu de los tratados y en sus disposiciones jurídicas, y que ha defendido con tanto ímpetu fuera de aquéllas? Véase el caso de la crisis de los refugiados sirios ¿Por qué se quebranta la normativa jurídica y el compromiso europeo se vuelve más efímero? ¿Hasta qué punto estas cuestiones afectan a la credibilidad de la Unión? Estos interrogantes están hoy en el foco del debate político, mediático y social. Teniendo en cuenta este contexto, el objetivo de este documento es examinar el papel que viene desarrollando la UE como uno de los actores principales en la asistencia humanitaria y gestión de crisis en una situación en la que la UE deja de ser un mero espectador de conflictos relativamente alejados de sus fronteras, para convertirse en sujeto paciente de las consecuencias de dichos conflictos. Se incluye una revisión de cómo la UE aborda los desafíos globales y con qué instrumentos, especialmente a través de la ayuda proporcionada por la Dirección General de Ayuda Humanitaria y Protección Civil de la Comisión (ECHO).
Why is the political system of the EU not able to respect, within its borders, the principles and values that are in the spirit of the treaties - the same principles and values that it has so soundly advocated outside them, as it happens in the case of the so–called crisis of refugees and migration? Why are the legal regulations broken and why do the European commitments become so ephemeral? To what extent do these issues affect the credibility of the Union? These questions are now the focus of political, media and social debate. Given this context, the aim of this paper is to examine the role played by the EU as one of the main actors in humanitarian assistance and crisis management, in a situation in which Europe is no longer a mere spectator of conflicts beyond its borders, but becomes a subject of the consequences of such conflicts. A review of how the EU addresses the global challenges and with what instruments, especially through the assistance provided by the Department for Humanitarian Aid and Civil Protection Commission (ECHO) is included.
