Abstract
Durante el proceso de evaluación de una infraestructura de transporte desde la óptica medioambiental, la introducción de los principios ecoéticos en el proceso de evaluación, se presenta como una herramienta de gran utilidad para comprobar la integración, de en este caso tren de alta velocidad de la “Y vasca”, dentro de un contexto ambiental tan característico como el de la Comunidad Autónoma del País Vasco. En este proceso de sometimiento de la infraestructura a los principios ecoéticos, la metodología a seguir ha sido el contrastar si la infraestructura que se nos presenta cumple con los 6 principios ecoéticos planteados por el Profesor Francisco Javier López de Goicoechea. En primer lugar, se ha observado si la Y Vasca incorpora el principio de precaución en lo que se refiere a la intervención en espacios naturales. A continuación, se ha contrastado si dentro del diseño de la infraestructura prevalece la protección ambiental sobre la ordenación del territorio. En tercer lugar se ha analizado el proyecto en buscar de procesos de sostenibilidad ambiental para posteriormente comprobar si los principios de conservación, mejora y restauración de la biodiversidad pueden ser encontrados dentro de la Y Vasca. En quinto lugar se ha realizado un análisis de las políticas públicas de participación ciudadana en el proyecto para en último lugar contrastar si existe una integración social, económica y medioambiental de la infraestructura. A tenor de los resultados obtenidos, la infraestructura de la Y Vasca cumple con el primer principio de la ecoética relativo a la precaución pero arroja datos negativos y/o ambiguos en lo relativo a los restantes principios. En conclusión, la Y Vasca no puede ser considerada una infraestructura ecoética mientras no se cumplan el conjunto de los 6 principios establecidos.
During the process of evaluating a transport infrastructure from an environmental perspective, the introduction of ecoethical principles into the evaluation process is a useful tool for verifying the integration, in this case of the “Y Vasca” high speed train, into an environmental context as characteristic as the one of the Autonomous Community of the Basque Country. In this process of subjecting this infrastructure to ecoethical principles, the methodology followed has been to check if the infrastructure meets the 6 principles of ecoethics proposed by Professor Francisco Javier López de Goichoechea. First it has been observed if the “Y Vasca” incorporates the principle of precaution applied to the intervention in natural or protected spaces. Second, it has been contrasted if the environmental protection prevails over the planning of the territory along the design of the infrastructure. Third, the project has been analyzed in the search for environmental sustainability processes to check if the principles of conservation, improvement and restoration of biodiversity can be found in the “Y Vasca” project. In fifth place, an analysis of the different policies of social or public participation in the project has been carried out. Last but not least a social, economic and environmental integration of the infrastructure analysis has been carried through. Based on the results obtained, the infrastructure of the “Y Vasca” fulfils the first ecoethical principle concerning precaution along the project eco-ethic principle, but gives negative or ambiguous results regarding the other five principles. In conclusion, the “Y Vasca” can not be considered an ecoethical infrastructure until whole six principles are fulfilled.
