Abstract
Este trabajo tiene como objeto investigar si los instrumentos económicos de protección ambiental existentes en Ecuador y España para proteger las Áreas de influencia de los Parques Nacionales. Estos contribuyen eficazmente a lo que parece ser su fundamental misión y de no ser así, de qué manera se está reduciendo o limitando la degradación ambiental en las AI. El establecimiento de las áreas de influencia intenta minimizar las repercusiones negativas en los recursos naturales y ambientales protegidos de las actividades humanas que se realizan en los territorios inmediatos a las mismas. Se analiza cómo Ecuador y España han establecido dichas áreas; en qué medida repercuten sobre la protección de los recursos naturales y los ecosistemas; qué instrumentos económicos de protección ambiental se han utilizado en las AI de los Parques Nacionales y en qué grado aquellos contribuyen al desarrollo sostenible de la población. El estudio es de tipo cualitativo y el análisis de los resultados es argumentativo y crítico. Las conclusiones apuntan que en Ecuador no se está aplicando adecuadamente los instrumentos económicos de protección ambiental, principalmente por la falta de un cuerpo normativo que permita la adecuada aplicación de los mismos. Por otro lado, que los límites territoriales de espacios naturales protegidos y de áreas de influencia no se encuentran debidamente establecidos y que no existe una Ley de declaración de espacios protegidos; de tal forma que aconsejan la creación de una LEGE FERENDA que pueda sanear la acefalía legislativa.
This work aims to investigate whether economic instruments of environmental protection existing in Ecuador and Spain to protect the buffer zone of the National Parks. They contribute effectively to what appears to be its fundamental mission and, if not, in what way it is reducing or limiting the environmental degradation in the AI. The establishment of the buffer zone attempts to minimize the negative impact on natural resources and environmental protection of human activities that are carried out in their immediate territories. It discusses how Ecuador and Spain have established these areas; to what extent they have an impact on the protection of natural resources and ecosystems; what economic instruments of environmental protection have been used in the AI of the National Parks and to what extent those contribute to the sustainable development of the population. The study is qualitative and the analysis of the results is argumentative and critical. The findings suggest that in Ecuador the economic instruments of environmental protection are not being implemented properly, mainly due to the lack of a normative body that would allow its suitable application. On the other hand, that the territorial boundaries of protected natural spaces and areas of influence are not properly established and there not is a law on declaration of protected areas; in such a way as to warrant the creation of a LEGE FERENDA that can improve the legislative leaderless.
