Abstract
En junio de 2019, tras un proceso discontinuo de veinte años de negociación, la Unión Europea y Mercosur anunciaron la conclusión del capítulo comercial de su Acuerdo de Asociación. Este documento de trabajo analiza las negociaciones desde la perspectiva de la economía política internacional, atendiendo a factores de estructura y de agencia, para identificarlas razones que explican el desacuerdo en ese periodo, y que finalmente fuera posible. Las negociaciones UE-Mercosurfueron parte de una estrategia interregional funcional a la globalización y el regionalismo, que no pudo imponerse ante los intereses económicos de las partes. De manera paradójica, el retroceso y la crisis de la globalización y el regionalismo representan el factor, entre otros, que ha llevado a las partes al acuerdo final. Esos obstáculos, no obstante, siguen presentes y condicionarán el complejo proceso de ratificación de este acuerdo
In June 2019, after a twenty years-long discontinuous process of negotiation, the European Union and Mercosur announced the conclusion of the commercial chapter of their Association Agreement. This working paper analyzes the negotiations from an international political economy perspective taking into account both structure and agency factors, in order to identify the reasons for explaining their disagreement during that period, and for its final conclusion. The EU-Mercosur negotiations were functional to an interregional strategy for globalization and regionalism, which could not be imposed on the economic interests of the parties. Paradoxically, it is the setback and the crisis of globalization and regionalism the factorthat, among others, has led the parties to the final agreement. These obstacles, however, remain present and will condition the complex process of ratification of this agreement.
