Abstract
Este trabajo analiza, mediante un modelo econométrico, los determinantes de la capacidad innovadora del sistema regional de I+D español. Para ello se revisan las principales teorías acerca de los sistemas de innovación que se conjugan para explicar la generación de nuevas ideas. A continuación se presentan los principales estudios econométricos que se han llevado a cabo al respecto, tanto para las regiones estadounidenses, como para las españolas, dedicándole especial atención a un estudio análogo aplicado a los países de la OECD, cuyos resultados se confrontan con los obtenidos en este trabajo. Posteriormente se realiza la modelización y se interpretan los resultados obtenidos. Finalmente se resumen las principales conclusiones y se proyectan nuevas líneas de investigación a partir de los resultados hallados. This document analysis the determinants of regional innovation capacity of the spanish R&D system. For this purpose we review the main theoretic approaches and their cojunction to explain the new ideas production function. Furthermore we present the most important empiric studies for the United States and for Spain, enphasizing a model applied to the OECD countries, with which we will compare our own results, presented in chapter 5. Finally, the main conclusions are sumarised and an outlook is done to further investigation based on our results.

El presente trabajo fue inicialmente desarrollado como proyecto de investigación de segundo curso del doctorado interuniversitario Economía y gestión de la innovación y política tecnológica (Universidades Autónoma, Complutense y Politécnica de Madrid), bajo la dirección de los Profesores. Joost Heijs y Mikel Buesa, Los datos desagregados por Comunidades Autónomas aquí utilizados, proceden de dos proyectos de investigación que se están realizando en el Instituto de Análisis Industrial y Financiero (IAIF), concretamente del titulado “Indicadores de recursos en investigación e innovación tecnológica de la Comunidad de Madrid” dirigido por el profesor Mikel Buesa (Proyecto “Madri+d”, 2000-2003), y financiado por la Consejería de Educación de la Comunidad de Madrid (Contrato Programa entre la Comunidad de Madrid y la Universidad Complutense), así como del titulado “Impulsores de la capacidad innovadora regional, una aproximación econométrica”, dirigido por el profesor Joost Heijs y con Thomas Baumert como investigador, financiado por la Universidad Complutense (Proyectos Complutense: referencia PR48/01-9881).
