Abstract
Que el sistema electoral del Congreso de los Diputados genera disfunciones desde el punto de vista político-partidista y de representación territorial es un hecho innegable y sobre el que existe un consenso amplio en la academia.
El presente paper repasa las diferentes propuestas de los actores político-institucionales que se han sucedido en los últimos tiempos para reformar dicho sistema electoral y expone la suya propia en base a la idea de facilitar la gobernabilidad a la par que se equilibra la representación político partidista y se garantiza una correcta distribución de escaños acorde a criterios poblacionales.
That the electoral system in de Spanish's Congress of Diputies election generates dysfunctions from the standpoint of the equality in the political and territorial representation is an undeniable fact and on which there is broad consensus within the scientific community. The objective of this paper will be review the proposal for political and institutional actors that have been exposed in recent years to reform the electoral system an expose their own proposal based on the idea of encourage the goverment majorities to the torque that balances the party representation and ensures a proper distribution of deputies according the population criteria.
