Abstract
Afirmar que el desarrollo de la ciencia y sus aplicaciones es uno de los ejes económicos de la sociedad, se puede hacer perfectamente sin necesidad de realizar análisis o aplicar metodologías de estudios especiales. Es evidente que la economía de los países está directamente relacionada con el nivel de desarrollo científico tecnológico de cada uno de ellos y se les atribuye el papel de economías emergentes a aquellos que comienzan a incorporar de manera eficiente el desarrollo científico técnico a su modelo de organización social y de producción. El desarrollo de la ciencia y la tecnología que durante siglos estuvo centrado en Europa Occidental, se ha ido extendiendo a otras áreas y continentes, dando lugar a una nueva situación de desarrollo extenso y multipolar, que tiene como consecuencia una aceleración permanente del desarrollo científico, tecnológico y económico global en paralelo. Se consolida en la sociedad la percepción de ser receptora de las consecuencias positivas y negativas de la ciencia y la tecnología y que esto sucede sin disponer de información suficiente y adecuada para entenderlo o para poder tomar parte de alguna forma en las decisiones que lo pueden condicionar (al menos en la parte que se financia con fondos públicos)...
The feeling that we are receiving the positive and negative consequences of science and technology is consolidating in society, as is the feeling that this is all happening without us having the right information to be able to understand it or take part in the decision-making. The amount of resources necessary to maintain the development of the technical scientific system has grown, generating a need to justify it socially. A historic review is the starting point for reviewing the main sources for data available on the processes and results of quantifying science and the perception that society has of it. It also includes a review of the social demand for audio-visual scientific content. We analyse the audio-visual production and dissemination of Spanish public universities on the internet as an example of the availability of sufficient quality information to be able to understand the characteristics and potential of the public R+D+I where the skills and difficulties are to be found that impact and determine the real possibilities for “public understanding of science” in proportion to its dimension, capacity and needs. The paper presents a set of six characteristic and necessary audio-visual products in the environment of public research that have been made using accessible-available production elements, applying the “Participative Observation” methodology that allows viewers to discover and understand the main elements and developments on which the audio-visual popularisation of science is conditional. The paper concludes by describing and formalising the difficulties and the critical processes that hinder the production processes found by observing the examples taken and a specific model for on-line production is proposed.
