Abstract
El presente libro explora cuál es el papel del Derecho y la Ética de la información en la protección de la dignidad humana, particularmente en relación con las actividades informativas que se dan en ámbitos transfronterizos, ya sea entre países colindantes o entre países y organizaciones que tienen influencia regional y en los asuntos internos de otros terceros países.
Entre otros temas, el libro también mira hacia procesos de paz como el vivido en Colombia y por extensión analiza temas afines como la participación ciudadana, los referendums y las campañas políticas cuando estas tienen consecuencias que trascienden fronteras, la necesidad de proteger la privacidad del ciudadano en un ámbito internacional, la distribución de noticias e información a través de redes sociales, y el papel e influencia de la distribución de propaganda y las así llamadas noticias falsas y cómo afectan los procesos electorales y en general, a la vida en democracia. Al final, esto se hace con un objetivo, explorar cuál es el papel y valor de la verdad en el derecho y ética de la información contemporáneos.
The present book explores the role of communication law and ethics in the protection of human dignity, particularly in relation to information activities in cross-border settings, both in neighboring countries as well as countries and organizations with influence in the internal affairs of other nations. Among other topics the book also takes a look into peace processes like the one in Colombia, and by extension analyzes topics such as citizen participation, referendums and political campaigns with consequences that go beyond national borders, the need to protect the privacy of citizens even beyond the borders of a country, the distribution of news over social networks and the role and influence of the distribution of propaganda and so called fake news and the effect they can have in electoral processes and in general, in democratic life.. All of this is done with exploring what is the proper role and value of the truth in contemporary communication law and ethics.
