Abstract
El objetivo general de la presente investigación es contrastar la estrategia, aplicación y resultados de la gestión económica del partido Movimiento Al Socialismo (MAS) con el objetivo de superación del patrón de desarrollo primario-exportador. Con tal fin, establecemos como objetivos específicos de la investigación la valoración del grado de coherencia entre el objetivo de superación del patrón primario-exportador y: (i) la estrategia de la gestión económica, (ii) el rol y desempeño de las empresas estatales, (iii) las políticas sociales, macroeconómicas y sectoriales y, (iv) el desempeño de las principales variables sociales, macroeconómicas y sectoriales. Partimos de un marco metodológico en el que establecemos las principales implicaciones del enfoque del sistema-mundo y de la metodología histórico-estructural sobre el presente trabajo: (i) aun habiéndose producido transformaciones estructurales en la economía boliviana, ésta mantendrá la primacía de las variables capitalistas de propiedad privada, explotación e intercambio bajo lógicas mercantilistas; (ii) los resultados obtenidos estarán influenciados por factores sistémicos que escapan al control estatal de la economía; (iii) de un análisis histórico de la economía boliviana podremos obtener las permanencias que funcionan como obstáculos estructurales al desarrollo y; (iv) la estructura productiva estará determinada –no sólo por la suma de sus agentes- sino también por el carácter de las relaciones entre ellos y de las relaciones entre estos últimos y los agentes de la economía-mundial en la que Bolivia se encuentra inserta...
The overall goal of this investigation is to contrast the strategy, implementation and results of the economic management of the political party Movimiento Al Socialismo (MAS) with the aim of overcoming the primary-exporter development pattern. In order to meet that goal we establish as specific research objectives the assessment of the degree of coherence between the aim of overcoming the primary-exporter development pattern and: (i) the strategy of the economic management, (ii) the role and performance of state-owned enterprises, (iii) the social, macroeconomic and sectoral policies, and (iv) the performance of the main social, macroeconomic and sectoral variables. We draw from a methodological framework which sets out the main implications of the World-System Approach and of the Structural-Historical Methodology for the present work: (i) even if structural changes in the Bolivian economy were experienced; the economy will still keep the primacy of capitalist variables such as private property, exploitation and exchange under mercantilist logics; (ii) the results obtained will be influenced by systemic factors that are beyond the economýs control by the state; (iii) from an historical analysis of the Bolivian economy we will be able to obtain the permanencies that function as structural obstacles to development; and (iv) the productive structure will be determined not only by the sum of their agents but also by the nature of the relations between them and the relationships between these and the agents of the world-economy in which Bolivia is inserted...
