Abstract
Esta tesis doctoral buscó dar respuesta a la pregunta ¿qué explica las diferencias en el desempeño entre los gobiernos municipales en Colombia? El interrogante surgió en el contexto de los cambios institucionales de la descentralización política, administrativa y fiscal. Si las instituciones fueron diseñadas de tal forma que las autoridades locales tuvieran los incentivos para desempeñarse de manera adecuada, ¿por qué se presentaron marcadas variaciones en los resultados entre gobiernos municipales? Las ciencias políticas han producido un prolífico conocimiento sobre esta cuestión. Por las particularidades de un país como Colombia, las explicaciones de esta literatura se revelaron insuficientes. La existencia de un conflicto armado interno aún vigente obligó incorporar en el estudio su dinámica y las repercusiones en los gobiernos municipales. La hipótesis central de la investigación consistió en que las variaciones en el desempeño municipal se presentaron debido a la violencia política que tuvo lugar en los gobiernos de menor desempeño durante el período de intensa confrontación entre guerrillas y paramilitares, es decir entre 1988 y 2006. La disputa por el control territorial entre grupos armados ilegales fue una herencia adversa para esos gobiernos municipales, lo cual explica (si se mantienen controlados los demás factores) los bajos niveles de capacidad administrativa. Esta hipótesis y sus argumentos fueron desarrollados a la luz de las teorías de la lógica de la violencia en la guerra de guerrillas y la geografía de la guerra, con su aplicación al conflicto armado interno colombiano; además de análisis de la vinculación del modelo competitivo de dominio territorial de los grupos armados ilegales con los gobiernos municipales y sus consecuencias sobre el desempeño...
This doctoral thesis seeks to find an answer to the following question: what explains the difference in performance between the municipal governments in Colombia? The question arose in the context of institutional changes brought about by the process of political, administrative and fiscal decentralization. Given that the institutions were created so that local authorities had the incentives to perform adequately, why is it that there were marked differences in the results between municipal governments? Political science has produced a wealth of knowledge on this topic. However, considering the particulars of such a country as Colombia, the explanations given by the existing literature proved insufficient. The existence of an internal and ongoing armed conflict made it necessary to include in the study both its dynamic and its repercussions on municipal governments. The central hypothesis of this research is that variations in municipal performance appear as a result of the political violence that took place within the governments with the lowest performance during the period of intense fighting between guerrillas and paramilitaries, i.e., from 1988 to 2006. The struggle for territorial control between illegal armed groups had an adverse effect on the municipal governments, and it explains, all other factors being equal, the low levels of administrative capacity. This hypothesis and its assumptions were developed in light of theories about the logic of violence in guerrilla warfare and the geography of war and its application to the internal armed conflict in Colombia.
