Abstract
Los cambios que se están generando en el mundo, como consecuencia del proceso de laglobalización, ameritan que los gobiernos adecúen sus estructuras de poder a lasdemandas de estas exigencias y a los paradigmas que se crean a partir de estos. Lospaíses de América Latina han venido respondiendo a esas transformaciones con elpropósito de ser una región competente y equitativa, donde el quehacer institucionalesté regido por fuertes vínculos de los estamentos legales y teóricos y permitan que lastransformaciones que ocurran tengan estabilidad y permanencia en el tiempo. LaRepública Dominicana no ha estado ajena a este proceso. Se ha insertado y harespondido a estas transformaciones y cambios a través de los diferentes poderes delEstado. En este caso, las reformas y modernización en el orden de la AdministraciónPública, han sido detonantes para que el área del sistema de servicio civil puedacontribuir con ésta como actor principal y agente causante con su accionar. The changes that are being generated in the world, as a result of theprocess of globalization, warrants the governments to adapt their structures to thedemands of these requirements and paradigms that are created from these. The countriesof Latin America have been responding to these changes in order to be a competent andequitable region, where the organization's work is governed by strong ties of legal andtheoretical classes and allow the transformations that occur have stability andpermanence in time. The Dominican Republic has not been immune to this process. It isinserted and has responded to these changes and changes through the different branchesof government. In this case, reforms and modernization in the order of the Civil Service,have been detonating so that the area of civil service system can help with this as themain actor and actions causing agent.
