Abstract
En el presente trabajo, abordaremos las dificultades y consecuencias en la implementación de la Ley del Servicio Civil del Perú en el sistema administrativo de la gestión de recursos humanos del sector público. En ese sentido, en el desarrollo del proyecto de investigación podremos observar el punto de inicio del servicio civil y su evolución desde el punto de vista de la gestión como las variaciones normativas que se han venido estableciendo en la carrera del servicio civil. De igual forma, notaremos como el sistema político ha influenciado en la gestión de recursos humanos del sector público, determinando de esta manera el modelo de carrera pública que ha sido adoptado y propuesto en la Ley del servicio civil, en el que la Autoridad Nacional del Servicio Civil (SERVIR) juega un papel muy importante como ente rector de este sistema administrativo.

In this paper, we will discuss the difficulties and consequences in the implementation of the Civil Service Law of Peru in the administrative system of human resources management in the public sector. In that sense, in the development of the research project we can observe the starting point of the civil service and its evolution from the management point of view, as well as the normative variations that have been established in the civil service career. Like wise, we will note how the political system has influenced the management of human resources in the public sector, thus determining the public career model that has been adopted and proposed in the Civil Service Law, in which the National Authority of Civil Service (SERVIR) plays a very important role as the governing body of this administrative system.
