Abstract
Tengo una sospecha de que la relación entre política y tecnología siempre ha existido, pero no sabemos en qué medida se retroalimentan. Sostengo que en el siglo XXI esos debates han sido superados ampliamente por la invasión tecnológica en nuestra cotidianidad en todos los órdenes. La pregunta ya no es si es buena o no la relación entre política y tecnología, sino más bien qué tipo de relación existe de facto entre ellas y cómo debería ser. La tecnología es parte consustancial de nuestras vidas y, por tanto, solo cabe estudiar las mejores sinergias. En particular, la democracia electrónica es un espacio de convergencia entre política y tecnología. ¿Qué modelo de deliberación electrónica es deseable? Esta pregunta supuso una ruptura entre los teóricos como Habermas y los tecnófilos como Peña que fueron conscientes de que la tecnología no es neutra e influye decisivamente en el desarrollo de la democracia. Estudiar qué tipo de democracia es deseable es esencial para desarrollar un tipo u otro de plataformas tecnológicas que den soporte a la deliberación electrónica...
We suspect that the relationship between politics and technology has always existed, but we do not know to what extent they feed off each other. I argue that in the 21st century these debates have been superseded by the invasion of technology in our daily lives. The main question here is not if the relationship between politics and technology is good or evil, but what kind of relationship in fact exists and how it should be. Technology is a consubstantial part of our lives and, therefore, we should capable of forecasting the best possible synergies. In particular, electronic democracy should be considered as a space of convergence between politics and technology.What model of electronic deliberation is desirable? This question produced a rupture between theoreticians like Habermas and technophiles like Peña who were conscious that technology is not neutral and that it decisively influences the development of democracy.
