Abstract
La estructura burocrática actual en que se desenvuelve el trabajo del conservador – restaurador supone, de facto, un engranaje viciado de mal funcionamiento en donde lamentablemente, se crea un estado de desamparo y dejadez hacia las obras de arte. Las diferentes leyes de patrimonio de cada autonomía en donde se encuentran traspasadas las competencias sobre esta materia, no garantizan la tutela sobre los bienes muebles ya que los órganos competenciales están vacíos de profesionales adecuados con titulaciones específicas. Así, la falta de control va en esta estructura desde los Jefes de Servicios de las Direcciones Generales que supervisan los proyectos; los interventores de la Administración que no discriminan la veracidad de las partidas que se pagan a la firma de titulados sin formación específica, y a las Comisiones de Patrimonio que dan el visto bueno a proyectos e intervenciones sobre bienes muebles sin contar con los técnicos competentes.
The current bureaucratic and formal administrative structure related to the work of Conservator-Restorer in Spain, is, by fact, a poorly working vicious cycle that, unfortunately, afects very deeply to the proper preservation of the Cultural Heritage as a matter of abandonment. he diferent Heritage Laws of each Autonomous Region in Spain, with the legal powers transferred by the State on this issue, do not guarantee the tutelage of the Historical Artifacts, since the Public Agencies with jurisdiction are empty of suitable professionals with speciic qualiications. hus, the lack of control in this structure extends from the general oversight Service Chiefs that supervise the projects, to the Administration controllers that do not distinguish the veracity of the items being paid, to the signature of graduates without speciic training and to the heritage committees that approve projects and interventions on Historical Artifacts without competent technicians.
