Abstract
Las políticas de intervención con población inmigrada de la Comunidad de Madrid han evolucionado en los últimos años desde enfoques asistenciales hasta enfoques de integración cultural. De acuerdo con los resultados de nuestra investigación, esta evolución de las políticas de atención a la población migrante ha estado marcada, entre otras cosas, por dos formas distintas de entender “lo cultural”, hasta el punto de que diferentes conceptos de cultura determinan la intervención al basarse en imágenes distintas de la población migrante extranjera. De acuerdo a esta hipótesis, el objetivo de este trabajo es analizar las retóricas de lo cultural y sus consecuencias en un contexto específico de intervención: el de los Centros de Participación e Integración, CEPI, de la Comunidad de Madrid.

Intervention policies targeting the immigrant population in Madrid have evolved in recent years, shifting from a care-centred focus a cultural integration focus. According to our research, this evolution in policies concerning attention to immigrants has been marked, among other things, by two different ways of understanding what cultural means. This is true to the point that different concepts of culture determine the intervention, as interventions are based on the different images held of the foreign population. In accordance with this hypothesis, this paper aims to analyse the cultural rhetoric and its consequences in a specific intervention context: the CEPI (Participation and Integration Centres) operated by the Community of Madrid.
