Abstract
Tras la Constitución de 1978, el desarrollo del Estado de las Autonomías había quedado abierto, y desde entonces la improvisación en la construcción de este modelo fue la tónica dominante en el panorama político. Esta tendencia, que caracterizó con especial énfasis al PSOE, se quebró con los Acuerdos Autonómicos, que fueron firmados por socialistas y centristas en julio de 1981. Estos armonizaron el desarrollo del Estado autonómico, imponiendo un sistema homogéneo y simétrico a través del proyecto de Ley Orgánica de Armonización del Proceso Autonómico (LOAPA). Con esta actuación, el PSOE culminaba un proceso en el que se desdecía de muchos de los principios que a este respecto había enunciado desde el inicio de la Transición. En este artículo analizaremos cómo se enfrentó el partido a las tensiones que esto supuso, especialmente en el PSC-PSOE, y cómo actuaron, tanto el PSOE como los socialistas catalanes, ante los debates que se suscitaron con motivo de la aprobación de la LOAPA entre 1981 y 1982.
After the 1978 Constitution, the development of the State of Autonomies had remained open, and since then improvisation in construction of this model was the dominant tendency in the political scene. This trend, which was characterized with special emphasis on PSOE, broke with the Autonomous Agreements, which were signed by socialists and centrists in July 1981. These harmonized the development of the autonomous State, imposing a homogeneous and symmetric system through the project of the Organic Law of Harmonization of the Autonomous Process (LOAPA). With this intervention, the PSOE culminated a process in wich the party reneged on many of the principles that were stated from the beginning of the Transition. This paper will analyze how the party faced the tensions that it supposed, specially in the PSCPSOE, and how they acted, both the PSOE and catalán socialists, regarding to the debates that flourished on the ocassion of the approval of LOAPA between 1981 and 1982.
