Abstract
El “engagement” se puede definir como un estado psicológico en el que el individuo centra toda su atención y disfruta de la actividad que está realizando. Este estado puede extrapolarse al ámbito de la participación ciudadana. Debido a las crisis de legitimidad que han experimentado los gobiernos es necesario abrir la Administración al ciudadano a través de una participación más activa. En particular, las ciudades inteligentes poseen iniciativas de participación ciudadana. Sin embargo, hasta donde llega nuestro conocimiento, en la literatura no se ha investigado cómo se puede fomentar el engagement en participación ciudadana en ciudades inteligentes. Por ello, el objetivo principal de este trabajo es identificar si el engagement del ciudadano se fomenta en las iniciativas de participación ciudadana de ciudades inteligentes. Con tal fin, en primer lugar, se presenta una revisión del estado del arte sobre participación ciudadana y engagement, y se identifican herramientas e iniciativas de participación en ciudades inteligentes. Posteriormente, se analizan si esas herramientas influyen en atributos de engagement. El resultado principal del trabajo es la elaboración de un marco teórico que integra atributos característicos del engagement en el campo de la participación ciudadana, y la identificación de herramientas de participación en varios casos de estudio de ciudades inteligentes, analizando si pueden ser diseñadas para incrementar los niveles de engagement
Engagement can be defined as a mental condition in which an individual enjoys and focuses her attention on the activity she is doing. This condition could be extrapolated to citizen participation. Due to the crisis of legitimacy that governments have experienced, it is necessary to open the Administration to citizens through a more active participation. In particular, smart cities have initiatives of citizen participation. However, to the best of our knowledge, in the literature, no research has been conducted on how to promote engagement in citizen participation of smart cities. Therefore, the main objective of this work is to identify whether engagement is promoted in citizen participation initiatives of smart cities. For such purpose, we first present a review of the state of the art on citizen participation and engagement, and identify tools and initiatives for citizen participation in smart cities. Subsequently, we analyze if these tools affect engagement attributes. The main result of the work is the elaboration of a theoretical framework that integrates characteristic engagement attributes in the citizen participation field, and the identification of tools for participation in several smart city case studies, analyzing if they can be designed to increase levels of engagement.
