El pufo vasco

Abstract

Este texto se refiere a la metodología de estimación de la aportación del País Vasco a la financiación del Estado. Tal aportación —que recibe el nombre de Cupo— se determina teóricamente en función del coste proporcional de las competencias administrativas del Estado que no ha asumido el Gobierno Vasco. Pero en la práctica, la aplicación de unos criterios negociados políticamente hace que el Cupo se encuentre infravalorado. En 2007, tal infravaloración se estima en 2.060 millones de €. Esta cantidad equivale al 3,4 por 100 del PIB regional, o a 964 € por habitante. Las Administraciones vascas cuentan así con una importante holgura financiera que les permite dedicar abundantes recursos a las políticas nacionalistas. Abstract: This text refers to the methodology of estimation of the contribution of the Basque
Country to the funding of the State. This contribution — that receives the name of Cupo
(Quota) — decides theoretically depending on the proportional cost of the
administrative competitions of the State that the Basque Government has not assumed.
But in the practice, the application of a few criteria negotiated politically does that the
Quota is underestimated. In 2007, such undervaluing is estimated in 2.060 millions of €.
This quantity is equivalent to 3,4 for 100 of the regional GDP, or to 964 € for
inhabitant. The Basque Administrations have an important financial roominess that
allows them to dedicate a lot of resources to the nationalistic policies.
