Abstract
En Venezuela comienza un proyecto político en el año 1998, cuando gana las elecciones el Teniente Coronel Hugo Chávez Frías. Que pretendió cambios en el sistema político corrupto, populista y clientelar. Para lo cual, en una primera etapa que denominamos Democracia Bolivariana, se da inicio a un proceso nacional constituyente, que cambió el sistema político venezolano de Democracia Representativa Liberal a Democracia Participativa y Protagónica. Un Estado federal, descentralizado, alternativo, plural, social, de derecho, con una economía social planificada, a través del Sistema Nacional de Planificación, que va desde el poder central hasta las comunidades organizadas. En una segunda etapa, en el año 2005, el mismo, Presidente Chávez, le dio cuerpo a la idea del Socialismo del Siglo XXI, como alternativa al capitalismo (salvaje neoliberal), en democracia y en busca de la igualdad social y en una tercera etapa, el gobierno desarrolla, a partir del año 2012, el concepto del Estado Comunal Bolivariano, que se basa en las organizaciones de base del llamado, por ley, Poder Popular. Cuyo objetivo, en su conjunto, es la transformación de la sociedad venezolana, para crear un hombre nuevo, humanista y socialista. A los efectos de esta investigación este tiempo político que abarca desde 1998 hasta ahora 2014, lo denominamos chavismo. Este proyecto se ha ido ejecutando en medio de una tensa lucha por el poder político, contradicciones, antagonismos y crisis económica. In Venezuela a political project begins in 1998, when wins the elections Lieutenant Colonel Hugo Chavez. Who sought changes in the corrupt politician, populist and clientelist system. For which, in a first step, we call Bolivarian Democracy, a constituent national process, that changed the Venezuelan political system to a representative democracy Liberal Democracy, participatory and protagonist. A federal state, decentralized, alternative, plural and a social state of law, with a planned social economy, through the National Planning System, which runs from the central power to organized communities. In a second stage, in 2005, the same President Chavez gave body to the idea of the XXI Century Socialism. As an alternative to capitalism (neoliberal wildness), seeking democracy and social equality and a third stage that the government develops, from the year2012, the concept of the Bolivarian Communal State, based on the social grassroots organizations, by law, the People's Power. Aimed, as a whole, is the transformation of Venezuelan society, to create a new, humanist and socialist man. For the purposes of this research this political time spanning from 1998 to2014now, we call Chavismo. This project has been running amid a tense struggle for political power, contradictions, antagonisms and economic crisis.
