Abstract
Las relaciones internacionales y, especialmente las relaciones culturales, han cambiado profundamente en los últimos años por múltiples factores, lo que obliga a replantear las políticas de acción cultural exterior. Esta investigación pretende estudiar, desde la perspectiva del desarrollo, lo que una política cultural exterior supone, tanto para el país emisor como para el receptor, tratando la formulación, la ejecución y valoración de la misma como Política de Estado enfocada a la Cultura y el Desarrollo. En este sentido, se centrará exactamente en el análisis de la Política y Acción Cultural Exterior Española hacia América Latina y el Caribe ejecutada por la Administración General del Estado (AGE) y sus Organismos Dependientes, entre 2004 y 2015 (legislaturas VIII a X). Objetivos de la investigación: La tesis estudia detalladamente la Política Cultural Exterior Española en América Latina y el Caribe, entre 2004 y 2015, ejecutada por la Administración General del Estado a través de los Ministerios de Cultura/ Educación, Cultura y Deporte y Asuntos Exteriores y Cooperación. En este sentido se pretende identificar, en primer lugar, si ha existido un patrón discernible en la concreción teórica y práctica de las políticas estudiadas, y determinar si existe una correlación entre su despliegue y el desarrollo a nivel socio político, socio económico y socio cultural, en la región latinoamericana en general y específicamente en México, Brasil y Colombia y, en segundo término, se trata de averiguar si el cambio de signo político en el Gobierno español del año 2011, y/o la crisis económica en cuyo contexto tuvo lugar, conllevaron un cambio reseñable en dichas políticas. Seguidamente, la recopilación, estructuración y análisis de la información disponible sobre esta temática abrirán la oportunidad de estudiar las acciones más exitosas y sus efectos, poniendo especial énfasis en las bilaterales y multilaterales y evaluando su peso en la consecución de objetivos concretos de desarrollo. Finalmente, en base a lo anterior, se pondrá el foco en la clásica preferencia de España hacia América Latina, analizando sus fundamentos en el contexto actual y en base a todo lo analizado previamente...
The International Relations, and specially the cultural relations, have deeply changed in the last years because of multiple factors, thus obliging to reformulate the cultural dimension of external actions and policies. This research aims at studying, from the perspective of development, the impact of external cultural policy on both the issuing and the recipient countries by analysing the formulation, execution and valuation of the external cultural policy as a State’s Policy focused on Culture and Development. In particular, it will focus on the analysis of the Spanish External Cultural Policy and Action to Latin America and the Caribbean as executed by the Administración General del Estado (AGE- the National Government Administration) and its Agencies, between 2004 and 2015 (8th to 10th legislatures). Research’s objectives: The research studies in detail the Spanish External Cultural Policy in Latin America and the Caribbean region from 2004 to 2015, as implemented by the Administración General del Estado through the Ministry of Culture/ Education, Culture and Sports and the Ministry of Foreign Affairs and Cooperation. On one hand, this research aims to identify if a discernible pattern in the studied policies’ theoretical and practical conception has prevailed; and also to determine whether exists a correlation between its implementation and the degree of political, social and cultural development in the Latin America and the Caribbean region, in general, and, in three middle-income countries such as Mexico, Brazil and Colombia, in particular. Also, it will try to determine whether the political shift in 2011 and/or the financial crisis, led to a noteworthy alteration of those policies. Then, the compilation, structuring and analysis of the related information available open up the opportunity to study the most successful actions implemented and their outcomes. Among them, special attention will be paid to bilateral and multilateral actions, evaluating their impact in the achievement of specific development objectives. Finally, on the basis of the above, the research will focus on Spain’s classic preference towards Latin America, wondering whether, in the new global context, still maintains other grounds beyond political and economic interests...
